we can't see your return.  one possibility is that a form in your return has not been finalized. TT will not allow transmission in this case

What is the reason the program indicates you cannot file?  As the IRS has not updated some of the tax forms in their system, very likely one or some of the forms apply to you have not been updated in TurboTax program . Or maybe there are errors you need to fix?   Please write back to clarify.
