Why is my electronic filing being rejected because Turbotax tells me that my 1099R form New York State withholdings (Box 14) exceed the gross distribution (Box 1)?

How do I override an obvious glitch.  Turbotax will not send my completed tax forms, because it tells me "Please check this entry.    Form 1099-R (Charles Schwab & Co., Inc.) Box 14a For electronic filing, New York State withholdings can not be greater or equal to gross distribution or state distribution." This is false. The gross distribution in box 1 is $61,396.12 The state tax withheld in box 14 (There is no letter "a") is $4234.72 Even if I change the amount in box 14 to only one dollar, the box still gets flagged. How is this possible?  Better still, what is the fix?

Try entering the amount shown in box 1 in the state distribution box 16.  This should clear the error and allow you to file without it affecting your actual tax return.
