Why is the help robot so terrible at helping me reach a specialist? It keeps sending me in a infinite loop with no assistance. I need a real person!

I have called and used the online portal, but the automated system can't help me. Do I need to just ask an accountant about these things? It's so frustrating. What good is asking for a real person if the robot hangs up on you?
