Why is there charge to pay with refund ?

Yes, there is an additional charge to use the Pay with My Refund service.  I believe that fee is $39.99.  You can remove that feature and pay with a credit or debit card if you'd like to before filing.  See the TurboTax FAQ linked below for instructions.
