Why is turbo tax still trying to give me an under payment penalty for 2019?

it says this section should be updated at the beg. of Feb or I can choose to let the IRS decide later if I should have that penalty.  HUH!?

If you didn't have enough taxes withheld during the year and you didn't make estimated payments you may have to pay a penalty for underpayment of estimated tax.

 

Generally, you can avoid this penalty if you either owe less than $1,000 in tax after subtracting your withholding and refundable credits, or if you paid withholding and estimated tax of at least 90% of the tax for the current year or 100% of the tax shown on the return for the prior year, whichever is smaller. TurboTax will calculate the penalty for you but you can select to let the IRS calculate the penalty and they will send you the bill.

To reduce or possibly even eliminate your underpayment penalty, Select annualizing your tax in the Underpayment penalty section. This will take you through the steps to possibly reduce your underpayment penalty.
