Why isn't form 8995 available yet? I can't finish my taxes because of this.

The IRS has to finalize the forms & then TurboTax needs to add them to the software. Form 8995 will be available 1/28/21. You can also click on the Review tab, it will show you the form & when it will become available.

A number of forms are taking longer this year. Form 8995 is scheduled to become available in TurboTax on 1/28/2021.

In addition, due to late tax law changes the IRS will not even open up to start processing until February 12, 2021, except for a few returns they pull early for testing purposes. In the meantime if you efile before February 12, the return will sit on TurboTax servers with a "pending" status but cannot be retrieved to cancel or correct if you later notice a mistake or receive any additional tax forms to report.
