Why was I billed for my state tax preparation but it was not submitted to the state?

Paying the fee for preparing your state does not e-file it.  You have to go all the way through the FILE section and e-file it, or print it, sign it, and mail it yourself.  Or if it was rejected when you e-filed it, you have to mail it.  E-filing for 2016 is permanently closed.  So if your state return for 2016 was not filed, you now have to print it and mail it.

You can check if it rejected, check the status of your return here

And the fee is to only to prepare the return, whether you efile OR print and mail it.
