Most likely it will not be available on TurboTax. TurboTax is designed for the self-preparer. Unless you are a paid preparer for others, you would not need this form.

Specified tax return preparers use Form 8944 to request an undue hardship waiver from the section 6011(e)(3) requirement to electronically file returns of income tax imposed by subtitle A on individuals, estates, and trusts.

To confirm the answer given by @AlanT222 , I'm adding a screenshot of TurboTax Forms availability. Form 8944 is not included in this list.
