Will i be charged for every time I try to refile after fixing my forms due to rejection?

No you are not charged every time you re-file to fix the rejection.  Are you still trying to fix it?  Tell us the rejection message or rejection code so we can help.

It got rejected because my dependents other parent claimed her on his tax form even though he is not the custodial parent and does not have permission to claim her. This whole thing is a nightmare. I don't even know what I'm supposed to send to who via mail. This process is obnoxious.

In this situation the only thing you can do is print, sign and mail your return.  You cannot e-file no matter what. The IRS will sort out who should/could have claimed the child.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
