Have always filed as married and joint and have an installment to pay for previous years owed. Now I am filing as head of household and will get back a refund. Will the IRS use my refund?

Yes, if your Social Security number is associated with the back taxes, your refund will be used to pay the taxes owed.  You do not have to enter anything about it on your tax return. The IRS will do this automatically.
