Only if a garnishment has be levied against your refunds.

I owe back child support but I am currently making my monthly payments will my refund still be taken

If you are behind, then in most cases it doesn't matter if you resumed payments. The refund can (and probably will) be taken to help with the "catch up" process.

It is possible. We're unable to assist with or provide additional information about refund offsets. These actions are initiated by the government. You can try contacting the child support office and ask if your taxes will be intercepted or you can follow the directions below to find out. 

The federal Bureau of the Fiscal Service (BFS), part of the Department of the Treasury, issues refunds and tracks offsets. You can call the Bureau of the Fiscal Service directly at this toll-free number: (800) 304-3107 and follow the recorded instructions to check and see if your refund will be intercepted.
