I have not filed 2019 yet.  They should be referencing my 2018.

If there is no direct deposit information on your 2018 tax return and you are not able to enter it on the IRS portal, then the IRS may be mailing you a paper check with the payment. There is nothing anyone can do to help you if there is no information posted on the portal yes. The IRS will likely change the posting when they set a date for a mailed check.

Apparently not. For filers who had their TurboTax fees paid from their federal refund, the direct deposit information was sent to the 3rd party bank that took the fees and sent the balance to your account. The information was not sent to the IRS. The same thing happened with filers who used H&R Block, Jackson Hewitt, etc. so it's an industry wide problem. If the the IRS and the companies don't figure out a way to get the info to the IRS, you will not get a direct deposit but will get a paper check mailed to you.

I did not receive a refund rather had to remit payment and paid fees directly to TurboTax online.

The IRS does not have your direct deposit information if you did not get a refund. You should be able to go to the IRS portal and enter your direct deposit information: https://www.irs.gov/coronavirus/get-my-payment
