Probably. But, the IRS and the state do not coordinate their collections unless there is a past due balance. See the link below about garnishing income tax refunds.

 

The best option is to arrange some sort of installment agreement with the IRS. The penalties and interest accrue daily. 

If you also owe state taxes, click the link for contact information for state Departments of Revenue. From there, look for their installment agreement system.
