This news came out yesterday.  Nothing has even been voted on by Congress yet.  Even the IRS has nothing about it yet.  Please try to be patient as the plan develops.

As xmasbaby0 stated, as of today the tax filing deadline remain April 15, 2020. If you owe this year, you can defer payments, penalty and interest free, for up to 90 days (until July 15) up to $1,000,000 (for individuals), or up to $10,000,000 (for corporations).  Please see the TurboTax FAQ How are my taxes affected by COVID-19? for additional information.
