With held taxes in one state and not another

My employer deducted NC witholding from my paycheck. I live and work remotely in NJ. Any help on getting advice on how to get a refund from NC to pay NJ taxes would be helpful? Is this done on a form? in Turbo tax?

    File a nonresident return in NC.  Say you had no NC income. You're receive your withholding back. Do this first after your federal.  File a resident state return in NJ.
