Won't be able to E-file message

Hi,

 

When preparing to file, after passing error check, get following error message "We won't be able to E-file your return ... 'One of your W-2s doesn't have an amount in box 1...'"

 

The only W-2 we have has no amount in Box 1, has an amount in Box 12a, which I entered, along with code II (Medicaid waiver payments).

 

Is this a bug in TurboTax, or do we really have to file by mail?

    A Box 12, code II is Medicaid waiver payments excluded from gross income under Notice 2014-7

     

    • You can delete the W-2.  
    • There is no taxable income on it.

    What do the letter codes in box 12 of my W-2 mean?
