Hello - I lived in NJ and moved to NC in March 2018 but my employer withheld the taxes for NJ state for all year. I still consider NJ as my resident state because I am in NC for short term work. But  I earned money as wage in NC. Please help me on how to file tax in this scenario.

If your domicile (place of your fixed and permanent abode) is NJ, then you should file a Nonresident return for NC and a Resident return for NJ. Prepare NC first, and you will get a credit for taxes paid to NC on your NJ tax return.

Keep in mind that NC might consider you to be a resident because NC says "In the absence of convincing proof to the contrary, an individual who is present within North Carolina for more than 183 days during the taxable year is presumed to be a resident."  But if you retain economic ties to NJ, and this is a temporary short term job, you would be correct to claim that you are a non-resident of NC and a resident of NJ.
