You askedHi. Last year turbo estimated my taxes to be $9.000 in returns..but I only receive $5000 and I didn’t owe the state or federal any money nor loans how is that?

Please explain what you mean by "estimated my taxes"  -- do you mean that you used the tax caster tool to estimate a refund?  Or that your actual Form 1040 showed that amount as your federal refund?  What does your Form 1040 show on line 20a?  If the IRS offset your refund for some reason they would have sent you a letter explaining why.  We need more information from you.
