Are the cells working on the Credit Carryover Summary worksheet? I need to enter amounts, but cells are not responding.

The instructions are Cells A - G must be filled, even if zero. The drop-down arrows wont respond and the boxes wont allow me to enter zero. This is regarding money spent for adoption.
