Yes.  You would need to either get onto your online banking to see if it cleared or contact your bank if you do not have online banking.

So I can see if my refund check has been cashed by someone else other then me?

It depends. If you believe your check was cashed by somebody else, you need to contact the IRS to find out the status of the check. If the check was issued by a third-party processor, you need to check with them.  Third-party processors such as Santa Barbara Tax Products Group (SBTPG) and Republic Bank are used if you opted to have the Turbo Tax fees deducted from your refund rather than paying the fees up front.
