Question

Can passive rental loss in FL be used to offset passive rental income from property I own in WI? I have resided full-time in FL for the past 7 years.

No, the rental loss would need to be in Wisconsin in order to offset rental income generated in Wisconsin when dealing with the Wisconsin state return.

On your WI state return, no. On your federal return, yes. (Fl doesn't tax personal income, so this is not an issue for the state of FL since you don't file a FL state return.)
