Question

Carried over stock losses from '19 into '20, Short Term (40K) & Long Term (60K). In '20, I expect to have short term stock gains of $80K. Could I offset all 80K in '20?

Yes, given the scenario you described your 2020 gains of $80K would be offset by your carryover losses from 2019.  You would be left with a $20K carryover loss going forward to 2021.
