No way to tell from here what is going wrong, but perhaps there's a hidden number already in that field. Try clicking in the field and use Ctrl-A (on a PC) or Cloverleaf-A (on a Mac) to select all preexisting characters and then typing in the number 12, which would replace the selection.
If that didn't work, the next step would be to exit TurboTax, exit your browser, and come back in to see if the problem goes away.
Next I'd try restarting your computer just to clear accumulated cruft.
