I need to enter a local state income tax deduction on line 9b of Form 8960. How do I do it?

Itemized, but took the sales tax deduction option because it gave me the best federal/state combined result. Paid about $240 in state income tax related to the investment income. It appears TurboTax won’t take a state tax deduction since I didn’t claim state income when I itemized.
