Foreign source dividends, software glitch?

I am at the "any foreign source qualified dividends or long term capital gains?" page.  The page appears with the proper amounts ($1000 and $200) for 2 countries (Canada and France) listed under Total foreign income for this category.   When it asks me to fill in the values for "Foreign qualified dividends and l.t. capital gains" (which in my case is the same as the Total foreign income for this category", I am able to input $1000 for Canada but when I enter $200 for France and hit the continue button,  I get an error message in red under where I entered $200: This field should be at least $200.  I have tried adding decimals to my number $200.00 to no avail.

Help!
