Hello, I have my 1099-B from selling stock (at robinhood). However my value is $ 0. DO I need to declare that?

It depends.  If you have transaction for which the basis is not reported to the IRS, they will consider the entire proceeds as a taxable gain (even if there was a loss on the trade).  If you have multiple transactions that net to zero, I would report them.
