How should the "fair rented days" be entered if tenants haven’t paid due to Covid?

In Washington, tenants don't have to pay rent and cannot be evicted due to the governor's proclamation.

If you were charging fair market rent you count the days.  It is not your fault the tenants did not pay and the government allowed the evictions.  It would be different if you agreed to not charge them, then you could not count the days.
