I am a NC resident. How do I exclude out-of-state rental income from my NC State Taxes in the NC Turbo Tax?

You don't. All income is reportable to your home state. NC starts with your Federal AGI.

I understand now that NC uses the state tax credit to account for excluding the out-of-state income.

You can claim a credit for taxes paid to the other state on the rental income taxed by NC and the other state.
