I didn't get a 1099 form my investment stocks because I only got 0.72 in dividends and didn't sell and stocks. Do I need to report this on my taxes?

No, it hasn't reached $1 as of December 31st so you do not need to report it.  Keep the information with your tax return and file your tax return. At the point of $1 you would be required to report the dividends or any other taxable income if you were required to file a tax return.
