Question

I have a 1099-B from the sale of stock I received when company spun off a portion. I didn't "buy". How do I handle for taxes?

If you received the stock from a spin off, you can say that you bought the stock (as you bought the stock that gave rise to the spin off) and that your cost basis is 0.
