I have a condo in my name my brother has been living in. He does not pay rent. Only pays the HOA and taxes directly to the county and HOA. What if any can I claim?

No you should not add money to earned income, because he is not paying any rent.  

The deduction for property taxes is allowed for amounts you paid for property you own.

Your brother cannot deduct property taxes that he paid on property he doesn't own.

If he pays the property tax out of his pocket, can I still claim on my those taxes since the property is in my name?
