I have a rental property in OK but I live in FL. After all expenses my rental income is negative. Do I need to file a OK State Return for negative income?

You do not, unless you want to go on record with the OK taxing authority (for example, if the loss is suspended for income reasons, you have a record that you had those losses when you try to use them in the future).
