I have a rental property that I lived in & rehabbed up to end of 2017 & started renting in 2018. I did not add rehab expenses on 2018 taxes, can I add them on 2019 taxes?

No. You will need to amend your 2018 return to add the property improvements to it. Then, and *only* then can you even start your 2019 return so that the correct depreciation figures will be imported from the amended 2018 tax return.
