I have a rental real estate income from Dallas, Tx and am resident of California. Do I have to pay California state tax at full rate?

    Yes you do ... CA will tax all your income from all sources.  Normally you would get a credit for the taxes paid on the same income in the other state BUT TX doesn't have a state tax so you get no credit.
