I have rental income of $2080 from Ky and live in AL. I do not owe taxes. Can I delete filing a KY state form?

The Kentucky filing requirement for nonresidents is "Any gross income from Kentucky sources and gross income from all sources that gives you a "modified adjusted gross income" in excess of $12,490 for a family size of one, $16,910 for a family size of two, $21,330 for a family size of three, and $25,750 with four or more in family.

So, if your federal adjusted gross income (plus any lump-sum pension not included in federal AGI) is more that those amounts shown for your family size, you are required to file a Kentucky tax return, even if you don't own taxes.
