I need to report a capital loss. It asks if I had a loss I could not report last year. I say no, because this is first year I will be reporting this & section goes away

Should I just say yes, then it asks for information from my 2019 schedule D which I did not have

It appears as if you are trying to report the loss in the wrong section, as if you had a carryover loss from 2019.

Report the loss in the proper section of the program.
