I pay a portion of my rent because I have section 8. Do I claim the portion I pay or my entire rent on my taxes?

RENT

There is not a rent deduction or credit on your Federal return.  If your state has anything for renters you will be prompted to enter your rent info when you complete your state return.  As far as I know, the states that have anything for rent are Arizona, California, Connecticut, Hawaii, Indiana, Iowa, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, New Jersey, Rhode Island, Vermont, and Wisconsin.

So do you enter the amount you pay out of pocket or the total rent amount for the apartment?

According to the instructions for NY form IT-214-I (https://www.tax.ny.gov/pdf/current_forms/it/it214i.pdf), you cannot claim any subsidized portion of your rental charge.

Maine, I pay 30% of my income for rent and section 8 pays the rest. What amount is claimed, the 30% of the rent or 100%?

Only the portion you  actually pay with out of pocket funds.
