I sold a second home in another state for a loss. Do I need to file taxes in that state? It was not a rental property.

Likely, you will need to file a tax return for the state in which you sold your second home.  The taxing authority of that state only knows that you've sold your home for a certain price.  This is your gross income for that state.  You'll need to tell them that it's actually a loss or else they will likely contact you to ask you.
