Question

I've a rental property in Europe and I claim a credit at the Federal level for local tax paid, Form 1116. Does TT also calculate a credit for my state tax obligation?

I ask this because I can easily see the calculation on Form 1040...but I see no such calculation on the PA form where I tick the box to say the foreign rental income is taxable in PA.

No, the form 1116 is to claim a foreign tax credit on your federal return. You will not receive a tax credit on the state level.
