If late husband bought stock under his name, and surviving spouse sold shares, should surviving spouse say she purchased these investments?

No, if decedent purchased shares and when he died, the ownership transferred to surviving spouse, the surviving spouse ownership due to inheritance (as long as surviving spouse was not a joint owner of shares) receives shares at fmv on date of spouse death, long term holding period and "INHERIT" is date of acquisition for spouse.
