Unless you have an S-corps, C-corps or multi-member partnership, all of your income just goes on a Form 1040, regardless of the source--you have no reason to file a "business" return using the TurboTax Business software unless there is something about your "occasional work" that you have left out.

If you have self-employment income for which you will pay self-employment tax for Social Security and Medicare,  you will need to use online Premium software or any version of the desktop software download so that you can prepare a Schedule C for your business expenses.

Royalties are reported on either Schedule E or Schedule C included in your personal tax return, depending on what the royalties are for.

If you get a Form 1099-NEC for occasional work, that is self-employment income. You report it on Schedule C included in your personal tax return. Self-employment income is also referred to as business income, but it still goes on your personal tax return.
