I paid a medical consultation fee to a company that represented me by collecting and filing medical evidence to the VA for my claim.   Is the fee tax deductible?

No.  Normally this expense may be classified as a medical expense but this doesn't fall within the guidelines to be considered a medical expense.

Medical expenses are the costs of diagnosis, cure, mitigation, treatment, or prevention of disease, and for the purpose of affecting any part or function of the body. It doesn't cover consulting fees to provide proof of a medical condition.
