My child has custodial brokerage account in her name. She $1700 dollars in proceeds but $1800 in cost basis for a loss of $100? Does she have to file?

No, generally a child does not have to file a tax return if he/she does not have earned income of $12,550, unearned income, including investment income) of $1,100.  For more information, see the following IRS Publication:
