My stock broker (eTrade) did not issue a 1099 for my 2018 dividends (<$10), do I need to report this? No other action (sale or purchase of stocks) was taken in 2018.

You are responsible to report all taxable income you received during the year. Since a 1099-DIV was not issued, like you, the IRS will not have record of these dividends.
