Non-resident Allocations - Which Schedule E Line Item for "Rental Income (Loss)"?

I have 4 rental properties, 3 are in a non-resident state (WV) the other in DC. In using the Turbotax WV product it puts "0" in the "Rental Income (Loss)" -> "Federal Income" column.  That doesn't seem right.

 

My Schedule E does show "0" on line 26 where it sums up my 4 properties, but one of those is in DC so shouldn't be considered. Lines 21 and 22 represent net gain and loss respectively, but summing those for the WV properties yields an amount greater than "0". I'm at a loss as to what to correct the Turbotax WV State entry to.
