Nonqualified Distribution (State ID) does not match with any states entered in Box 15 - error

My actual W2 Box 15 is blank.  The TurboTax W2 Box 15 is blank.  When I run Smart Check, I get the error "Nonqualified Distribution (State ID) does not match with any states entered in Box 15".

 

I don't live in the US and don't pay tax to any state.  Box 15 should be blank.  

When I press continue I get back "Nonqualified Distribution (State ID) must be entered".  When I press continue again, I return to the Smart Check page.  If I Run Smart Check again, I get the error again.

    Try leaving all boxes 15, 16, 17 BLANK, no spaces.

    They are all blank. I edited to be sure no hidden space characters.
