Owner occupied rental property: 50/50 split. Do I enter 50% of mortgage interest and property taxes on schedule A and 50% on schedule E, or 100% on both?

On the rental side you enter 50% of the total of the property taxes and interest.

As an itemized deduction for yourself you enter the non-rental portion which is also 50% of the total. 

The total entered on Sch A and Sch E cannot exceed 100% of what was actually paid in 2018.

On all the schedule E expense questions, it says, "Note: Since we are allocating, be sure to enter 100% of your expenses in these fields". It seems I enter 100% of expenses during turbotax Sch E, and 50% during Sch A questions, and they do the 50/50 allocation for Sch E based on me putting 100% of those expenses down?
