Property taxes in another state

I reside in DC and last year I was added to my father’s deed in CA. 
on my DC taxes I’ve included my property taxes I usually include. 
how or where do I add the CA property taxes? Do I have to file a CA state tax? I don’t live or work there. 
when I go to add a secondary property it includes them in my DC taxes. I’m confused why and don’t want to run into trouble for doing this. Total for my both properties in DC would be less than $10k.

    If you make the property tax payments for the home in California, you can deduct them on Schedule A.  You do not have to file a California return if you have no California-source income (earned there or income resulting from property located in California)
