TurboTax 2022 did not calculate (deduct) a percentage loss when I entered the amount for repair expenses for a property that I own and rent out. Aren't repair expenses deductible?

Yes, repair expenses for your rental property are a deductible expense.

If you are not seeing a change in your overall tax return when you enter the repair expenses, then you may have a passive loss on your rental property that is not currently deductible on your return.  If that is the case, the loss is tracked and carried forward to a future year when you have passive income to be offset by the loss.
