Rental Property Waterline replacement

We needed to replace the waterline from the road to our rental house this year.  Is this an expense?

    I would consider it a repair based on the tangible property regulations.  It is not a "betterment" it is not an "adaptation" and it does not qualify as a "restoration" because the water line from the road to the house is only a small portion of the overall plumbing system component of the building.
